IC3 and Cybercrime

With cybercrime, says SSA Larkin, it’s not that cut and dried. Crooks of the cyber type may strike at thousands, perhaps hundreds of thousands of targets in a single shot.  Playing a numbers game of percentages, they potentially swindle huge amounts of money in short amounts of time, without cheating any single person badly enough to cause a major stir.

Unless an astute cyber investigator puts it all together and realizes that many small scams are being run by a single operator, the resources needed to bust the bad guys may never be brought to bear.  On occasion, enough pieces of the puzzle fall into place and form a picture of what is going on.  It may be well after the fact however, with vital evidence having long since been destroyed.  The trail goes cold, as they say, very quickly.  Thus time is of the essence when investigating cyber crime.

This need to expedite cyber investigations is at the heart of IC3’s philosophy of acting quickly; building cases in real time as the crimes are occurring.  IC3 is often able to glom diverse and seemingly unconnected reports together to form a cohesive picture.  If the trail that begins to develop leads overseas, IC3 may still be able to work alongside foreign government’s officials and continue to pursue the case further.  Feasibly, the days of automatic immunity from U.S. laws for overseas perpetrators are drawing to a close.

The United States is not alone, however, in taking a dim and serious view of cyber crime.  India is just one foreign government that has taken steps to counter the problem.  In 2000, India passed the Information Technology Act, which removes some of the ambiguity of the law by establishing legal definitions for many cyber offenses, including hacking, tampering and the distribution of obscene material.  Under this act, India has established an array of punishments for convicted offenders ranging from fines to imprisonment for up to 10 years.
