Then update the PENDING status to N as shown below:

SQL> update aq$_schedules set DISABLED = 'N'
 SEE CODE DEPOT FOR FULL SCRIPT

SQL> commit ;

Commit complete.

SQL> alter system set job_queue_processes = 6;
 
System altered.


-- Then remove the Configuration,  it works...

DNYTST10 SQL>EXEC DBMS_STREAMS_ADM.REMOVE_STREAMS_CONFIGURATION();

PL/SQL procedure successfully completed.
